Bureaucrat is a user right used by the Administrator and the General Managers of HS01. It allows those who have it to grant or revoke user rights, rename users, and change the passwords of accounts (effectively locking the account's owner out). By itself, the right does not have sysop powers. It is used as a compliment to sysop and gives an Administrator or General Manager a higher level of control over the Wiki so that they can do their jobs more effectively, and it enables them to keep the site running smoothly in the event that an Administrator needs to take leave.
