Set 11995 Hero Recon Team is a special edition boxed set released in 2011 and 2012, portraying a 2.0 or 3.0 Hero from the Hero Recon Team.
Set Information
The set could be ordered using the LEGO Shop website. It included a custom Recon Team agent built using the Hero Recon Team website by a Hero Factory fan, an instruction booklet for the custom hero featuring the name and stats assigned to the hero before ordering, and a circular "Agent" sticker. The back of the box included a statement in various languages welcoming the agent into the Recon Team, signed "Merrick Fortis". Each Hero is as tall as 2063 Stormer 2.0 and 2143 Rocka 3.0 by having the longer forelegs than the other 2.0 and 3.0 Heroes. They also have broad shoulders. The sets came with a sticker sheet with a circular sticker that is very much like the ones in the summer 2011 Hero sets, but with the word "Agent".
When the service first launched in April 2011, Hero Recon Team agents could include up to 31 Hero 2.0 pieces, including an exclusive chest piece co-injected with black and silver metallic plastic. An update in September 2011 raised the maximum piece count to 35 and expanded the parts palette to include a wider variety of elements, including 3.0 parts, although heroes built with the exclusive chest piece could no longer be ordered through the service.
Two months later, in June 2011, the Hero Recon Team started a contest, where entrants would submit their Hero creations to the Design byME team, and 15 winners would receive prizes. The contest lasted for a week, and the winners were later posted in the news section of Hero Recon Team.
Many Hero Recon Team agents ordered near when the service first launched were delayed due to production issues. As compensation, when these orders finally shipped, they included a bonus flame element and a letter from Merrick Fortis explaining that villains had attacked the production facility as an in-story explanation for the delays.
Merrick Fortis has never officially been released as a set, but one could have created a set for him through the service. Fortis appeared as a starter model in the LEGO Design byME mode of LEGO Digital Designer 4.1, but without the blended Hero Recon Team chest armor, which is unavailable in this mode. This starter model was later updated to reflect Fortis's 3.0 upgrade.
As of April 11, 2012, the capability to purchase custom heroes was discontinued, with the website restructuring to emphasize the digital building process.
Features
The set could have a 3.0 weapon with claws that could go up and down.
On the top of the back of the box shows "herorecon.LEGO.com". Below the website's URL is a green edited version of a scene from the Hero Factory Promo Animation in 2010, where there is the Hero Factory building and a poster of Preston Stormer 1.0. Below the scene is this quote by Merrick Fortis in six languages:
"Hero Recon Team members are renowned for their intelligence, creativity, and unquestionable bravery. I am pleased to welcome you to our ranks and look forward to working alongside you as we battle the galaxy's worst villains and monsters."

Below the quote is Fortis' hand-written signature. Below that is "Commander Merrick Fortis". Below that is "Hero Recon Team: Knowledge is Strength".
The front cover of the instructions booklet shows the picture of the Hero. On the top right of the cover is the Hero's name, skill, and stats. The stats are Armor, Attack, Defense, Speed, and Intelligence. On the bottom left of the cover is the logo for the Hero Recon Team website.
On the back of the cover of the instructions booklet is a message from Merrick Fortis in three languages:
"We would like to include a special thank you from all of us in the Hero Recon Team. We're happy you have used our service, and hope you have enjoyed the experience so far.
As an additional bonus, and to congratulate you with your agent status, we will include a secret code you can use in the online Hero Factory game. Start up the game, enter your hero, and then give the code below to Quadal (the little robot hiding in the back of the control room).

Collectibles
The set was based on the design of the 2.0 or 3.0 Hero canister sets, so it could have any 2.0 or 3.0 helmet, any kind of headgear from the 2.0 sets, and a Hero Core of any color. The set also had the exclusive black-and-silver chest plate before copies of this piece ran out.
